Dear Stakeholders for Legislative Electricity Study 6560:
We are nearing completion on the draft of Electricity Study 6560. We plan to begin posting the draft report, by section, on the study website http://www.cted.wa.gov/energy/archive//6560 on Friday, November 6th. Sections will be posted as they are completed. We plan for all sections and associated appendices to be accessible from the website by November 13. These documents are drafts and we invite your review and comments. Staff will continue to work through November on additional research, analyses and writing, including section summaries and an overall executive summary.
The draft report has been organized into the following independent sections.
Section 0 Introduction. Section 1 Washingtons Electricity Landscape: Background on the Electricity Industry in Washington and Electricity Rates. Section 2 Trends Affecting Electric System Costs. Section 3 Strategies to Minimize Electric System Costs. Section 4 Electricity Rates and Equity: Potential for Cost-shifting. Section 5 Service Territories. Section 6 Consumer Protection. Section 7 Service Quality and Strategies to Ensure High Service Quality. Section 8 Reliability and Strategies to Ensure High System Reliability. Section 9 Electric System Benefits and Ways to Ensure Future Achievement.
You will be able to download any or all of the sections of the report that you would like to review. If you do not have the capability to access the report electronically, please call Karen Dunn, CTED at (360) 956-2096 or Chris Vernon, UTC at (360) 664-1205 to receive a printed copy.
As we notified you in mid-October, we have scheduled a public meeting for:

9:00 am to 3:00 pm
Directions to the Best Western are provided below. The purpose of this meeting is to receive your comments and respond to your questions regarding the draft report. Given the limited amount of time at that meeting, and the fact that the draft will have been available for review, we plan to focus the agenda for that meeting on answering questions and hearing your comments on each of the sections. We do not plan to provide detailed presentations of the report sections. Staff will be available to give presentations to your organization or its associations after the final report is completed.
We also invite you to provide written comments regarding the content and analysis in the draft report. We will post all comments we receive on the study website so that multiple staff and other stakeholders can easily review them. Please submit electronic comments by Monday, November 30th, to wepg@ep.cted.wa.gov.
