A number of commentators on the Commission's draft report said they would need to see the draft implementing language before they could state whether they were in agreement with the draft recommendations. At its November 12, 1996 meeting, the Commission considered this draft legislation, but in a number of areas it listed options. Many people felt it was difficult to read the draft legislation because of the number of options and that it would be easier for Commission members and the public to respond to a specific proposal.
Based on the discussion at the meeting, together with comments received during the public review process, I have prepared a proposal that chooses among the options. My intent in presenting this draft is to further Commission discussion and decisions on the issues before it. This proposal is still considered a discussion draft.
This draft proposal (Document in Word 6.0 format)has made several clarifying adjustments to the proposal considered at the November 12 meeting, but there are a few areas that Commission members may want to focus their attention. These are:

In addition to these changes, I have dropped the "exception lands" option due to what I perceived was a lack of support. I have also included two supplemental issues based on the issue papers discussed at the November 12 meeting: limitations on board authority and transition issues. These can be found on pages 30-32.
The Commission has scheduled an additional meeting to take public comment on this draft proposal for December 4. We will be meeting in Olympia, in Senate Hearing Room 1, from 1 p.m. to 5 p.m. The Commission meeting scheduled for December 10 has been moved to the Port of Tacoma's World Trade Center. We will begin at 8:30 a.m. Additional materials for the December 10 meeting will be mailed out to you prior to the meeting.
