The Growth Management Act directs the Department of Community, Trade and Economic Development to establish a program of technical and financial assistance and incentives to counties and cities to encourage and facilitate the adoption and implementation of comprehensive plans and development regulations throughout the state. This direct assistance is provided through educational programs, including the Short Course on Local Planning, several grant programs, and personal help through Growth Management Services staff assigned to every county and city in the state.
