Lead Abatement Professionals

·       WAC 365-230 – Administrative rule that describes certification, work practice, and abatement notification requirements for individuals and firms performing lead-based paint abatement, risk assessments, hazard screens, and inspections.


·       Washington Business Licensing Requirements – Links to WA Department of Licensing business licensing webpage.  Any firm applying for lead-based paint certification from CTED must be licensed to do business in Washington and must provide their Uniform Business Identifier (UBI) number.


·       National Lead Laboratories – Links to EPA NLLAP requirements.  Lead risk assessors and inspectors are required to use a National Lead Laboratory Accreditation Program (NLLAP) approved lab for analyzing paint chips, dust, and soil samples collected as part of a lead risk assessment, lead hazard screen, lead-based paint inspection, and post abatement clearance.

Contractors and Painters

·       Worker Protection and Safety Requirements - Links to the WA Department of Labor and Industries Lead Safety webpage, including the Lead in Construction Rule.  Employers must protect their employees from exposure to lead.


·       Contractor Registration – Links to the WA Department of Labor and Industries contractor registration webpage.


·       Pre-Renovation/Painting Rule – Links to the federal Environmental Protection Agency (EPA).  EPA requires that any contractor, plumber, electrician, maintenance person, or painter who will be performing work for compensation on a residence built prior to 1978 must provide certain information to the owner or occupant of the dwelling prior to beginning work.  For information on if the rule applies to you and how to comply, read the EPA’s Pre-Renovation Rule Handbook.  If this rule applies to you, you must distribute the booklet: Protect Your Family from Lead in Your Home.  NOTE:  Look for EPA’s new Renovation, Remodeling, and Paint Rule, on the link above, which should take effect in early 2008.  The new rule will require training and certification of any individual (for hire) who disturbs more than two square feet of lead-based paint in housing and child-occupied facilities built prior to 1978. 

Lead Abatement Training Providers

·       Accreditation Requirements – Links to WAC 365-230.  Training providers wishing to offer initial and refresher lead abatement training courses in Washington State must be accredited by CTED.
