Individual Certification

Individuals who perform lead abatement activities on target housing and child-occupied facilities must be certified by CTED’s Lead-Based Paint Program. See WAC 365-230 for complete certification requirements and program jurisdiction.

Training Requirements - All applicants for first-time certification must attend an initial training course from a CTED-accredited training provider for the specialty area(s) for which they wish to certify. Course completion certificates are valid for six months from the date of course completion. For a list of CTED-accredited training providers, click on Lead Training Providers.

Eligibility Requirements – In addition to the training described above, some specialties have experience and/or education requirements you must meet in order to qualify for certification. The Eligibility Worksheet on Page 2 of the application packet will help you determine if you meet these requirements.

Fees and Photos – The fee for certification is $25 for each specialty. All applicants must submit photos with their application. Photo requirements are listed on Page 1 of the application instructions.

Certification Examination – Applicants for Inspector, Risk Assessor, Supervisor and Project Designer are required to pass the WA Certification Examination prior to becoming certified. The exam is offered once a month at our offices in Olympia. Certification Exams must be taken within six months of receiving your initial course completion certificate. 

Forms - You must complete all required forms and submit any needed supporting documentation.

Firm Certification

Firms who perform or offer to perform lead abatement activities, including but not limited to lead-based paint inspections and risk assessments, must be certified by CTED’s Lead-Based Paint Program. Firms must ensure that any employee who performs a lead-based paint abatement activity is currently certified in Washington for the specialty they are performing. See WAC 365-230 for complete certification requirements and program jurisdiction.

Bonding/Insurance – All firms must show proof of either: 1) contractor registration with the Department of Labor and Industries, including current bond and insurance; OR 2) a business liability insurance policy in the amount of at least $500,000.

Fees – The fee for firm certification is $25.00.

Recertification – Firms and Individuals

The certification period for both Firms and Individuals is three years. The fee for certification is $25.00 for each individual specialty and firms.

Individuals must take a refresher training in their specialty and submit the application for recertification prior to the expiration of their certification. It’s important to apply for recertification before your expiration date to avoid having to retake the initial training course and pass any certification exams.
