STATUTORY AUTHORITY
Under the statutory authority of RCW 43.185, the Homeless Grant Assistance Program was first launched in 2006 to provide grants to Washington State counties for innovative projects that reduce homelessness and demonstrate systems change by integrating criminal justice, social service, health, and other state and local systems.
ELIGIBLE ACTIVITIES
SOURCES OF REVENUE The Act adds $10 to the county document recording fees (primarily the recording of mortgages). The fee is estimated to generate between $12.3 and $16.5 million/year. Of the revenue collected:

2% is retained by local county auditors for administration costs;

60% of remaining funds is remitted to local governments; and
-
40% of remaining funds to CTED for local grants, technical assistance, and administration.
