2008 HTF Homeownership Process

 

HTF initiated a new homeownership process in Spring 2007. Homeownership applicants to the HTF would have a separate award process tailored to their specific needs and to achieve maximum production and flexibility.  The 22 Spring 2007 homeownership applicants entered this process. A threshold requirement was established to initially assess the capacity of each organization and the viability of their homeownership program. Most of the 22 Spring 2007 organizations have received their initial organization and program assessment.

STAGE 1
The Stage 1 Application was submitted by Dec 3, 2007 to be eligible for the Winter 2008 homeownership round.  All new applicants (those not applying in Spring 2007) are required to pass the threshold assessment of their organization capacity and program viability. Staff will contact each new applicant organization by e-mail after receipt of the Stage 1 application to forward forms and request a site visit.  Site visits must occur prior to proceeding to Stage 2 Project Application.  Returning organizations will receive notification from HTF staff regarding their Stage 1 application.  All organizations must receive approval from HTF staff to proceed to the Stage 2 Project Application.  The Project Application is posted on the website.
 
STAGE 2
Returning applicants already assessed from spring 2007 will be notified by e-mail if they are ready to proceed to the Stage 2 Project Application.  This decision is based on their current contract and project status with HTF.  Because many of the 22 homeownership applicants from spring 2007 are just contracting and beginning their scope of work, HTF is assessing the progress of these applicants and their ability to receive additional funds in the winter Homeownership Round.  In order to accommodate the 2008 needs of these returning applicants an additional window of opportunity will be available in June 2008 to review their progress.  HTF will hold their current Stage 1 Application and contact the applicant in June, 2008 to review and assess readiness for additional funds.  These applicants will not proceed to a Project Application at this time.
 
CRITICAL DATES
Due to the volume of applicants (18 new and 10 returning) HTF staff are busy scheduling capacity and program assessments for the 18 new applicants.  All new applicants have received the capacity and program assessment forms by e-mail.  It is imperative these be filled out promptly and returned in order to schedule the site visits in a timely manner.  Applicants cannot proceed to the Stage 2 Project Application without the successful completion of the threshold assessment.  After this winter 2008 round HTF expects much less volume of new applicants to assess for threshold.  In order to accomplish our timeline HTF has extended the Stage 2 Project Application deadline to February 13.  The announcement of winter HTF Homeownership Awards will be March 28, 2008.
