GMA Administrative Guidelines Update Project

Growth Management Act Administrative Guidelines WAC Update Project

CTED Growth Management Services is currently updating its administrative guidelines implementing the Growth Management Act (GMA).  The specific chapters under review are:
  • WAC 365-190 (Minimum guidelines to classify agriculture, forest, mineral lands and critical areas); and
  • WAC 365-195 (Growth management act — Procedural criteria for adopting comprehensive plans and development regulations).
 
CTED began this review process in fall of 2007, with an initial scoping process to determine how to revise the rules to better reflect recent changes to the GMA.  CTED released its scope of work in spring of 2008; and scheduled a series of listening session with local stakeholders around the state.  
 
Beginning in summer of 2008, CTED released preliminary rule changes for informal review and comment.  This infomal comment period ended in March 2009. 
 
Currently, CTED is using these comments and suggestions to prepare the final drafts of the WAC amendment, which we will be released with the formal rules making process in July 2009.  CTED anticipates final adoption of the amendments to chapters 365-195 and 365-190 WAC will take place in late August or early September 2009.
