Kent Zhang, Washington State China Office Chief Representative in Beijing, appointed in 2007. Mr. Zhang holds a degree from the University of Business & Economics in China as well as an MBA from Regis University in Denver. Prior to heading the CTED China offices, he worked for the Chinese Department of International Relations of the Ministry of Foreign Economic Relations and Trade, followed by a 16 year career at CITIC, the largest investment group in China. While at CITIC, Mr. Zhang held various management and executive positions in CITIC's subsidiaries in Korea, Chile, China and the U.S. Prior to his post in Beijing, he worked for CTED in Washington State where he headed the Greater China Program.

GUANGZHOU

David Cheng, Washington State China Office Representative in Guangzhou, appointed in 2004. Mr. Cheng has more than 25 years of international trade experience. Prior to joining CTED, he worked for the China Council for the Promotion of International Trade and the China Nanhai Magcobar Drilling Fluid Corporation (an American and Chinese joint venture). He speaks fluent English and is familiar with culture and business practices in both the U.S. and China.

SHANGHAI

Karen (Yiqing) Shen, Washington State China Office Representative in Shanghai since 1999. Prior to joining the Washington State China Office, Ms. Shen served as Sales Manager, Assistant to the President and Vice General Manager at a private sector company in Shanghai. Her major responsibility there was to oversee the planning, construction and operation of a 40,000 square meter mixed-use property in downtown Shanghai’s Pudong New Area. In this work, Ms. Shen cultivated and maintained close contacts at various levels of the Shanghai Municipal Government. This experience has given her an edge in accessing key decision-makers and identifying those who make the wheels of trade turn. She speaks Mandarin Chinese and English and is also a registered Real Estate appraiser.
