The Community Services Division (CSD) contracts with local service providers around the state to deliver a number of critical anti-poverty programs, including the Low Income Home Energy Assistance Program (LIHEAP), the Community Services Block Grant (CSBG), and the Emergency Food Assistance Program (EFAP).
