The Growth Management Act (GMA) requires communities to plan for infrastructure and offers new revenue sources local governments can use for capital facilities. Capital facilities plans (CFPs) are essential to local and statewide efforts to maintain economic vitality and high quality of life. Adequate water, wastewater treatment, and road capacity are important to many local efforts to attract new industry. Maintaining and expanding local storm water management programs and upgrading or adding wastewater treatment in many localities will be important to restoring wild salmon.
The Growth Management Unit supports capital facility planning in Washington by providing jurisdictions with technical assistance. Please see the following websites for more information about what we do and what is being done in Washington State.
About the Capital Facilities Planning Template
How well is your jurisdiction able to prioritize a variety of capital projects in light of a shrinking budget? The Capital Facilities Planning (CFP) Template may be the tool for your jurisdiction! It is designed to use policies from your comprehensive plan to guide CFP development -- from conceptual projects through the rating and ranking of the projects across programs to production of a formatted CFP document and presentation graphics. The CFP Template is developed in Excel and Word.
The 2007 training for the Capital Facilities Planning Template is underway. CTED is exploring the possibility of putting the template online, however that is a long-term goal and until then, we will continue to help train individual jurisdictions or regional organizations that will in turn, train their interested member jurisdictions. Priority for training will be given to cities and towns with a population of less than 5,000 and counties less than 50,000.
