Tenant Based Rental Assistance (TBRA)

Program Description

The TBRA Program provides homeless and low-income households with security and utility deposits and up to 12 months of rent assistance.  Eligible households must have incomes that do not exceed 50 percent of the median household income for their area, according to the Income Limits published by the U.S. Department of Housing and Urban Housing And Urban Development (HUD) on an annual basis.  Click on this link to view the current income limits:

Eligible households may receive the deposits necessary to get them into a unit, or a combination of deposits and rental subsidies that enable them to pay no more than 30 percent of their household income fro rent and utilities.  The tenant rent share increase as the tenant income increases.

Service Delivery

Rental and deposit assistance is delivered through housing authorities, community action agencies, and local government that collaborate with other local service providers to provide a wide variety of support services. Click here for a map of service providers in Washington State.

Funding Contracts and Applications

The program is funded by the federal HOME program.  Funding contracts run from October 1 through September 30 of each year, and applications are generally available at the end of July.  TBRA contractors may use up to 7.5% of their grants for administrative costs.  There is a funding limit of $250,000 for each contract, and CTED will hold only one contract per county.

Applications for funding are available to units of local government, public housing authorities and nonprofit community-based organizations that assist households in areas throughout the state not served by local HOME Participating Jurisdictions. Applicants must have prior experience administering a state or federal rental assistance program, unless an experienced entity has agreed to mentor the applicant for the term of the contract.
