About the Local Government Division

The Local Government Division assists local governments as they make decisions on how they want to grow, then provides help in making their plans a reality by strategically funding infrastructure improvements and promoting vital public safety and cultural features that make communities safe and satisfying places to live and work.

Services We Provide Include:

  • Technical assistance to every county on GMA topics such as capital facilities, critical areas, transportation, rural and urban development, economic development, environmental protection, housing, and buildable lands.
  • Review of GMA policies, plans, and regulations. 
  • Capacity building and project development for rural communities.
  • Grants for governments working on comprehensive plans and development regulations.
  • Technical assistance and construction grants for housing, and public and community facilities that primarily assist low- and moderate-income populations in eligible rural communities.
  • Planning grants to help eligible rural communities respond to state and federal mandates. 
  • Competitive grants for social service providers and arts organizations; administration of local construction projects as directed by Legislature. 
  • Low-interest loans to local governments for roads, bridges, sanitary and storm sewers, domestic water, and solid-waste facilities.  Private water systems are also eligible for low-interest loans. 
  • Authorization of tax-exempt bonds for private projects deemed to have public benefits.  Data on bond issues and the debt capacity of municipal governments. 
  • Research, technical assistance, and grants to reduce substance abuse, violence and related social impacts.
  • Independent analysis of the fiscal impacts of state legislation on local governments.
