Annexation is one of the most complex issues facing Washington counties and cities - dealing with revenue impacts, service delivery and infrastructure investments present challenges to intergovernmental cooperation and to implementation of the Washington State Growth Management Act (GMA).  Posted below is a study conducted by the Department of Community, Trade and Economic Development (CTED) of the barriers to annexation and some potential solutions.
