Background
The Washington State Department of Community, Trade and Economic Development (CTED), in conjunction with its local partners King County/City of Seattle, the City of Tacoma, and the City of Spokane have received awards totaling $6,300,000 from the U.S. Environmental Protection Agency (EPA) since October 2000 to fund a Brownfields Cleanup Revolving Loan Fund (BCRLF) program. The Department of Ecology provides technical review of the cleanup projects.  
 
Services
The purpose of the BCRLF program is to facilitate public and private sector cleanup and redevelopment of commercial or industrial brownfield properties that are idled, underutilized or abandoned as a result of contamination (real or perceived).  
Objectives

  • Support self-sustaining efforts by local governments and private owners by offering low interest loans to clean up brownfield properties already assessed for contamination. 
  •  Leverage funds by linking loan recipients with assistance offered through the related brownfields programs.
  • Strengthen collaboration between the federal, state, and local agencies involved in brownfields cleanup and redevelopment creating a sustainable model of cooperation.
  • Create sustainable jobs by new or expanded businesses.
  • Increase tax base to local areas.
